Windows SDK 10 missed to include GraphEdit tool. In fact, the last SDK to include this tool is Windows SDK for Windows Server 2008, available at https://www.microsoft.com/en-us/download/details.aspx?id=24826.
Installing the above SDK is not advisable for systems running later SDKs, to avoid any configuration issues. One solution to get the GraphEdit tool from this SDK is to install it on a Windows 7 copy running on a VM (virtual machine). But this seems to be way too complex just to grab a file of less that 300 KB.
The alternative is to download the tool from VideoHelp site, available at http://www.videohelp.com/software/Graphedit.
